Fixes:

1. Editing the configuration parameter "pos_default_language" with saveConfParameter 
   must not require store manager's permissions.
2. The back office feature that notifies billing about new locations, must not require "API" permissions.
3. In calculateShoppingCart, the maximum number of coupons that can be printed (or issued)
   during a sale, has been raised from 10 to 30.
